Ineffective evaluation of open-source software learning management system (OSS-LMS) packages can negatively impact organizational effectiveness. Clients may struggle to select the best OSS-LMS package from a wide range of options, leading to a complex multi-criteria group decision-making (MCGDM) problem. This evaluates OSS-LMS packages based on several criteria like usability, functionality, e-learning standards, reliability, activity tracking, course development, assessment, backup and recovery, error reporting, efficiency, operating system compatibility, computer-managed instruction, authentication, authorization, troubleshooting, maintenance, upgrading, and scalability. Handling uncertain data is a vital aspect of OSS-LMS package evaluation. To tackle MCGDM issues, this study presents a consensus weighted sum product (c-WASPAS) method which is applied to an educational OSS-LMS package selection problem to evaluate four OSS-LMS packages, namely ATutor, eFront, Moodle, and Sakai. The findings indicate that the priority order of alternatives is Moodle > Sakai > eFront > ATutor and, therefore, MOODLE is the best OSS-LMS package for the case study. A sensitivity analysis of criteria weights is also conducted, as well as a comparative study, to demonstrate the effectiveness of the proposed method. It is essential to note that proper OSS-LMS package evaluation is crucial to avoid negative impacts on organizational performance. By addressing MCGDM issues and dealing with uncertain information, the c-WASPAS method presented in this study can assist clients in selecting the most appropriate OSS-LMS package from multiple alternatives. The findings of this study can benefit educational institutions and other organizations that rely on OSS-LMS packages to run their operations.

Spherical fuzzy sets theory is useful and advantageous for handling uncertainty and imprecision in multiple attribute decision-making problems by considering membership, non-membership, and indeterminacy degrees. In this paper, by extending the classical linear assignment method, we propose a novel method called the spherical fuzzy linear assignment method (SF-LAM) to solve multiple criteria group decision-making problems in the spherical fuzzy environment. A ranking procedure consisting of aggregation functions, score functions, accuracy functions, weighted rank frequency, and a binary mathematical model are presented to determine the criterion-wise preferences and various alternatives’ priority order. The proposed method’s applicability and validity are shown through the selection problem among wind power farm locations. The proposed method helps managers to find the best location to construct the wind power plant based on the determined criteria. Finally, a comparative analysis is performed between the proposed spherical fuzzy linear assignment (SF-LAM) model and the spherical fuzzy analytic hierarchy process (SF-AHP) and spherical fuzzy WASPAS methods.

In recent years, the multi-attribute group decision making (MAGDM) problem has received extensive attention and research, and it plays an increasingly important role in our daily life. Fuzzy environment provides a more accurate decision-making environment for decision makers, so the research on MAGDM problem under fuzzy environment sets (SFSs) has become popular. Taxonomy method has become an effective method to solve the problem of MAGDM. It also plays an important role in solving the problem of MAGDM combined with other environments. In this paper, a new method for MAGDM is proposed by combining Taxonomy method with SFSs (SF-Taxonomy). In addition, we use entropy weight method to calculate the objective weight of attributes, so that more objective results can be produced when solving MAGDM problems.
