Abstract
As an extension of intuitionistic fuzzy sets, picture fuzzy sets can deal with vague, uncertain, incomplete and inconsistent information. The similarity measure is an important technique to distinguish two objects. In this study, a similarity measure between picture fuzzy sets based on relationship matrix is proposed. The new similarity measure satisfies the axiomatic definition of similarity measure. It can be testified from a numerical experiment that the new similarity measure is more effective. Finally, we apply the proposed similarity measure to multiple-attribute decision making.

Abstract
Neutrosophic hesitant fuzzy set (NHFS) is a convincing tool that deals with uncertain information. In this paper, we propose an NH-MADM strategy for solving MADM with NHFSs based on extended GRA. We assume that the information of attributes is partially known or completely unknown. We develop two models to determine the weights of attributes. Then we rank the alternatives based on the strategy. Further, we extend the strategy into MADM in interval neutrosophic hesitant fuzzy set environment which we call INH-MADM strategy. Finally, we provide two illustrative examples to show the validity and effectiveness of the proposed strategies.

Abstract
The aim of this manuscript is to propose a new extension of the MULTIMOORA method adapted for usage with a neutrosophic set. By using single valued neutrosophic sets, the MULTIMOORA method can be more efficient for solving complex problems whose solving requires assessment and prediction, i.e. those problems associated with inaccurate and unreliable data. The suitability of the proposed approach is presented through an example.

Abstract
This paper investigates a kind of hybrid multiple attribute decision making (MADM) problems with incomplete attribute weight information and develops a hesitant fuzzy programming method based on the linear programming technique for multidimensional analysis of preference (LINMAP). In this method, decision maker (DM) gives preferences over alternatives by the pair-wise comparison with hesitant fuzzy truth degrees and the evaluation values are expressed as crisp numbers, intervals, intuitionistic fuzzy sets (IFSs), linguistic variables and hesitant fuzzy sets (HFSs). First, by calculating the relative projections of alternatives on the positive ideal solution (PIS) and negative ideal solution (NIS), the overall relative closeness degrees of alternatives associated with attribute weights are derived. Then, the hesitant fuzzy consistency and inconsistency measures are defined. Through minimizing the inconsistency measure and maximizing the consistency measure simultaneously, a new bi-objective hesitant fuzzy programming model is constructed and a novel solution method is developed. Thereby, the weights of attributes are determined objectively. Subsequently, the ranking order of alternatives is generated based on the overall relative closeness degrees of alternatives. Finally, a supplier selection example is provided to show the validity and applicability of the proposed method.

Abstract
“Strategy implementation” is an inseparable part of strategic management process. Transformation strategies to typical operations and daily functions of staff exert a significant role in organization success. Balanced scorecard (BSC) and strategy map help senior managers to perfectly implement and monitor the accomplishment of the strategies by transforming strategies into operational programs. Using BSC and strategy map, the strategies are translated into some action plans which help the achievement of organizational goals and strategies. Due to shortage of resources, usually all organization's action plans cannot be implemented completely; therefore, managers should make use of some tools for assigning and selecting more efective action plans. In this paper, a procedure is suggested on the basis of grey TOPSIS to determine the preference of action plans to better aid managers in selection of the most effective action plans in a group decision making process.
